Coupling air hoses in these circumstances should have been performed by the Car Department personnel, who are on duty at the LATC for this purpose.
This was done to expedite 222219 tags ICTF train to Long Beach. Crew additionally reinstalled telemetry SPQ 14063 to DTTX 74145 and high ball train.

This was done to expedite eastbound train to New Orleans. Crew additionally closed rear angle cock, cut away so car department can air test train.

This was done to expedite Valley I-5 train to Brooklyn Yard, Ore. Crew additionally bottled air on rear end of train so train could pull to Main Street for air test.

This was done to expedite Valley I-5 train to Consolidate Freightways.

Lee was controlling move on Shoving Track 1926, an adjacent work area at 5:10 A.M. on 4/16/97. S.P. Phares was required to absent himself from his crew to perform other duties while “no emergency” existed at the same time….

Changing knuckles is work reserved for Car Department personnel and is beyond scope of Switchmen duties.

1.Job #713’s regularly assigned duties are to perform industrial type switching east of the LATC at Celotex, in the 2300-2357 (Alhambra Belly), and switches Aurant Yard to facilitate D & S Corn Sweeteners and other related Aurant work without supervision of a Shops Yardmaster.
2.Job #716 regularly assigned duties are to perform train yard service at the LATC under the direct supervision of the Shops Yardmaster.
On the above date per instructions of YDM K. Ban and Trainmaster S. Rand, Job #713 was required to perform duties of #716 and #716 was required to perform duties of #713 for their entire shifts. Thus, each Job was removed from its specific character of work and its specific location and required to perform work of a different character at another location for the entire shift.

On 3/22/94 at 1:14 PM crew was instructed to spot SPMW 5035 into Taylor Roundhouse track #13 for the machine shop. Additionally crew was instructed to use turntable using engine 9606 and turning the same.
Spotting and turning cars and engine within the Taylor Roundhouse plant is work reserved for Roundhouse personnel and not covered under switchmen agreement.

On 5/31/97 at 10:30 PM (I am regular assigned on #818 on duty 11:00 PM.) acting on orders of Shops Yardmaster Demille I was used as a crew member of the 1ICIOAB 31. This train was west bound out to a spot at west end of LATC crossing cut waiting for power. When Eng. Cowan working with Yardman Douglas radio frequency 9696 then controlled shoving movement to a hook, coupled air hoses walked to rear of train and closed cock so car department can air test train.
I worked with train form 10:30 PM to 11:15 PM. Total time on duty 45 minutes.
SWITCHMAN IN COMBINATION SERVICE
Claim is for a basic day at the applicable rate of pay.
On 2/12/97 at 7:55 PM acting on order of J Yard Yardmaster W.C. Ferry I was used as a crew member of the 1LBEST1-12, eng. UP 3408. The 1LBEST1-12 was east bound through Redondo Junction.
Instructed to protect the rear of train while they made a reverse movement at Redondo Junction I complied with these instructions, giving instructions to Engineer Dalton as to aspect of signals and distance to be shoved.

SWITCHMAN PERFORM COMBINATION SERVICE
Claim days pay at appropriate rate for above crew on 2/12/94 at 7:10 PM.
On the above date and time Carmen rolling 01BACT1 12 off Fence track spotted bad order. Yardmaster Blind via radio (road channel 9696) communicated with engineer R. Sugg and controlled move of bad order (out) SPFE 457286. Engineer Sugg pulled ahead. Crew #715 was instructed to come against Fence and take top car (B.O.) TTWX 974528 to Long Siding. Crew then instructed to work with conductor only (stay on head end) and put train back together. Crew #715 made hook on Fence, coupled air hoses, and cut air in.

Claim 8 hours at applicable rate account Campbell working his regular assignment helper coming under the scope of the current agreement was taken from his job # 716 and required to work on some other assignment (BALAF 04 Lead engine #8270).
At 6:15 PM he was detached from lead switching to cut power off the train on the fence track and herd power over to the East Main Line account conductor was left behind at the low end of C Yard.

Claim is for 8 hours each account instructed by Yardmaster DeMille to absent myself from my crew to stop/spot RVLAF26 (SP 8591) at the west end of Shops Yard. This was done to expedite the clearing of Metrolink Mission plant with 6495 ft. train at 1:30 A.M. 3/27/96.
My crew was at Celotex (east of San Pablo street.) and we were both detached in adjacent work areas while no emergency existed.

SWITCHMEN WORK WITH TRAIN CREW
Claim is for 8 hours each account instructed by Yardmaster Blind to stop the 1PTPCX2 30 on the road channel when train clears on bottom “west end” of 1933.
This was done to expedite train into yard with 5652 feet at 2:30 AM 4/1/96.
Foreman Henry instructed to absent himself from his crew at Celotex (east of San Pablo Street). Foreman and helper both detached in adjacent work areas while no emergency exists.
Crew #816 additionally tied 2 hand brakes for road crew as instructed by Blind.

Yardmaster Mike Summers instructed conductor only on 1CIBAT2 21 to stay on head end and YDM Summers instructed yard crew to change radio frequency to road (9696) and 615 to make specific stop/cut setout on cars APLX 4849 and TTAX 78082 at 2:00 PM 5/21/96.
This was done to expedite Coast traffic/ 4800 feet on the head end of the train.

This was done to expedite 222 tags, 7400 feet on west main line on the head end of train.
Stops/cuts/setouts are to be made exclusively by crew making movement…Crew of 614 did not handle set out left on West Mail line.

Road crew switched one car SBD 481775 into track J 103 and took 5 cars to LATC. The switching and delivering 5 cars to the LATC NW 601144, NW 601006, NW 601123, NAHX 550986, and NAHX 551081.
The defined constitutes a violation of ART. 15 and is work reserved for switchmen. Switchmen were available to perform same.

Said cars were set to 3100 for storage. No service to a customer was involved.

Track 3100 is located in road territory on the AMOCO line and said cars were placed at this location for storage. No service to a customer was involved. Road crews are on duty to perform this work and should have been used.

Crew of 618 pulled this cut of cars back to the J Yard returning to yard territory at approximately 9:00 AM.
Track 3200 is located in road territory on the AMOCO Line and this movement should have been accomplished by a road crew and road crews are on duty at this location for this purpose.

Track 315100 is in road territory and is served by the Torrance switcher, Job 560.
Yardmaster Ferry elected to use a yard crew to perform this work due to the volume of work on this line and elected not to use a road crew. Road crews are available to perform this work.

Claim is for one basic day each at the road switcher flat rate.
On February 4, 1997, on orders of J Yard Yardmaster B.G. Swindle, crew of 618 went into road territory at 7:50 AM and pulled cars from tracks 3150 and 3151 (one from 3150 and 2 from 3151) which are outside switching limits on the AMOCO line. Tracks 3150 and 3151 are served by the Torrance Local, Job 560 and are on duty at this location.
Due to the volume of work Yardmaster Swindle elected to use a yard crew rather than call a road crew to perform these duties.
Current agreements do not permit the use of yard crews to supplant or augment road crews, and road crews are on duty to perform this work.

Above crew was called to perform wrecker service by Yardmaster Dawkins in road territory. Job #814 entered road territory at 4:15 AM on the West Line to off load derailed stack at City of Industry onto DTTX 73206 and return to the L.A. Shops.
Job #814 was required to perform service in road territory.
ROAD CREW PERFORM SWITCHMEN DUTIES
Claim days pay at applicable rate for (3) three senior switchmen standing for this service on 11/29/92 (Sunday morning).
Yardmaster Zundell instructed road crew #461 to take 1 car NATX 23520 in track 101, 1 car RBOX 35335 in track 104, 1 car NDMX 18016 in track 105 and take these bad orders and switch them out.
This switching was done in the absence of Yard job on duty Saturday nights. (Job #815 is blanked on Saturday nights).
Extra yard job should have been called to perform this work.
ROAD CREW PERFORM SWITCHMEN DUTIES
Claim days pay each at applicable rate for (3) three senior switchmen standing for service on the 1:00 PM Extra Board account approximately 6:00 PM the Los Angeles Road Switcher #560 with Conductor Tarkington returned from his job and shoved his empties/loads into track 106 (top of J Yard) and cut off.
Yardmaster Summers instructed road crew to run around his cars and return to the bottom of J Yard track 107 (Dirt Gons), couple up and cut in air and double to track 106 and put cars away. Shove track 1414 from the bottom.
This constitutes an inter-yard movement and is work reserved for switchmen and switchmen were available to perform same.
SWITCHMEN AUGMENT ROAD CREW
Claim is for one basic day each at road switcher flat rate.
On June 30, 1997, on the order of the River Yardmaster at J Yard W.C. Ferry, crew of Job #719 went into road territory at 6:30 PM and switched out a car (GATX 84225) from track 4030 at Centralia MP 491.7.
Job 719 took this car to Wise Transfer in El Segundo and put the car in track 4143. Track 4030 and Wise Transfer are served by the Torrance Local Job 560 and is on duty at J Yard.
Due to the volume of work Yardmaster Ferry elected to use a yard crew rather then call a road crew to perform these duties.
Current agreements do not permit the use of yard crews to supplement or augment crews and road crews are on duty to perform this work.

Yardmaster Jacobs performed service that exclusively belongs to UTU employees.

Claim days pay at applicable current rate of pay for (1) SSSFS on 2/25/94 at 6:53 AM.
On the above date and time Trainmaster Woodruff worked with road crew on LAHOF 25 to set bad order out of train.
Switchman observed Woodruff turning angle cock, pulling pin on TTAX 77499, and instructing engineer ahead over switch. Train stopped. Woodruff lined Fence switch and talked with head end and put car into track 1927.
Woodruff put train back together.
This move was done with Yardmaster Evans in the tower.

On January 16, 1997, while engaged in interchange service, crew of 719 took delivery of a cut of 20 cars on track B-7 at the Los Angeles Junction Railroad.
The first car on this track was dangerous car and couldn’t be placed next to the engine for the trip.
Acting on orders of J Yard Yardmaster W.C. Ferry crew of 719 made a switching movement to properly place this car (UTLX 646460) in the cut so it could be accepted for interchange at 6:55 PM.
It is the responsibility of the delivering carrier to have the cut intact and all cars properly placed for receiving crews.

Acting under orders of Yardmaster R.L. Summers, doubled track B-7 to B-5 at 6:45 PM and hauled them to SP J Yard.

When making or taking delivery of interchange cars the minimum of tracks must be used.

I was regular helper on Job #614 until such time I properly filled out (CS-4389 form) bump slip and it was received to bump S.A. Magee on Job #615 for Saturday, 1/29/94.
Computer field tie-up noted seniority move but did not complete entry. When I showed for my new assignment I was denied move by crew caller and was told I had to work my old job #614 and crew caller would not honor bump. “Take over new job 30th”.
S.A. Magee was notified and did not work 615 on Saturday. Extra board filled my new position with J.M. Geiger.
