UNION LAW
The UTU is governed by the Constitution which details the laws of the union and how they shall be applied. Regular conventions are held where delegates from each local review and revise the Constitution to keep the union responsive to the membership.
UNION PURPOSE
The union's purpose is to represent transportation service employees and to promote their general welfare, social, moral, intellectual, economic and political interests.
OFFICER'S OATH OF OFFICE
On my honor I pledge to perform the duties required of me by the constitution of the union; to bear true and faithful allegiance to the United Transportation Union, to exercise good judgment and common sense in advancing the best interests of the membership, and with complete good faith to support and carry out all official policies of the union and its constitution.
OFFICERS AND THEIR DUTIES
All UTU officers and elected and, where necessary, are bonded to insure fiduciary responsibility to the members.
THE INTERNATIONAL UNION
The international consists of one convention delegate from each local plus all elected officers and boards. Delegates are selected by the members of each local to attend quadrennial conventions where they elect international officers for the next four years. They may amend the Constitution and establish policy to govern the union between conventions.
PRESIDENT
The international president heads ail union affairs and activities, presides at conventions, supervises officers and employees, interprets union laws, decides atl disputes, and exercises general executive and administrative control of daily activities of the union.
ASSISTANT PRESIDENTS
Assistant presidents assist the president in carrying out all policies and programs of the union and in any other matter assigned by the president.
GENERAL SECRETARY & TREASURER
The general secretary-treasurer is the chief financial officer of the union. He collects all money and pays all bills, countersigns checks, documents and charters, keeps accurate records of finances, files all lawful reports, assists with convention arrangements and performs other duties required by the convention or assigned by the president.
NATIONAL LEGISLATIVE DIRECTOR
The national legislative director is the chief legislative and political officer. He coordinates activities of the state directors. He keeps voting records on legislators and furnishes recommendations to the president.
VICE PRESIDENTS
Vice presidents maintain headquarters locations in different parts of the union's jurisdiction acting as field agents and performing grievance and other assignments at the direction of the president.
INTERMEDIATE LEVEL GENERAL CHAIRMEN
General chairmen head the general committees of adjustment and handle all claims, grievances and discipline matters on a regional basis, with authority to make and interpret contracts on work rules and pay rates, and negotiate with management officials on a regional level.
STATE LEGISLATIVE DIRECTORS
State legislative directors attend sessions of the state legislatures and keep close contact with state lawmakers to promote political and legislative interests of the members.
LOCAL LEVEL LOCAL PRESIDENTS
Presidents of UTU locals preside at meetings, supervise the local's affairs, decide disputes, appoint committees. countersign documents and checks and files necessary reports.
LOCAL SECRETARIES
Secretaries of locals record meeting actions, handle correspondence, sign and seal documents, handle election and assessment notices, and file all lawful reports.
LOCAL TREASURERS
Treasurers of locals collect dues, disburse funds, keep accurate records and file all reports required by law.
LOCAL LEGISLATIVE REPRESENTATIVES
Legislative representatives attend state legislative board meetings and propose legislation to remedy unsafe and unsanitary working conditions.
LOCAL CHAIRMEN
Chairmen of the local committees of adjustment handle claims, grievances, discipline cases and disputes with management officials.
LOCAL BOARD OF TRUSTEES
Trustees of the locals supervise financial affairs, oversee bonding, handle rent, lease or purchase of property and equipment, and make annual audits of the local's finances.
SECTION I
A. This local shall be known as United Transportation Union Local 1770.
B- The order of business shall be as set forth in Article 77 of the United Transportation Union's Constitution with the addition of the Chaplain's opening with the following prayer:
"Oh, Thou Supreme Ruler of the Universe, we humbly ask Thy blessings upon the Officers and Members of our organization. Help us to work in the spirit of fraternalism, to avoid anger and dissension. This we ask in Thy name; Amen."
SECTION II
A. It is the purpose of this Local to stimulate participation in all union activities, create harmony and assure every member his right to speak and vote on all issues, and to perpetuate the control of the Local by the membership.
B. Each member of Local 1770 shall be furnished a copy of the current By-Laws.
SECTION III
A. Local dues of in service members shall not exceed four hours foremen rate per month, subject to change a provided in Article 48 of the United Transportation Union's Constitution. The initiation fee for new members shall be $25.00.
SECTION IV
A. The elective officers of local 1770 are prescribed in article 56. of the United Transportation Union's Constitution and elections will be conducted by referendum as prescribed in Article 57 of the United Transportation Union's Constitution.
B. No special committee shall be appointed without the approval of the Local, except those necessary to assist in the immediate conduct of local meetings.
C. The officers of Local shall not receive compensation whether salary and/or expenses which exceed the following schedule, monthly:

D. The provision of the above are subject to changes as provided in Article 48 of the United Transportation Union's Constitution.
E. Permanent vacancies, except as provided in Article 57, shall be rilled by secret ballot of eligible members ?? present at a regular or at a-spedai meeting.
F. All Local officers and committee members shall be allowed to "mark by" if working from the Extra Board, for Union Business.
G. Any officer who takes a leave of absence or sick leave for more than 30 days in each calendar month will not be compensated during this period. In the absence of any officer for 30 days or more in accordance with the previous statement the member filing the vacancy will be compensated according to the By Laws.
SECTION V
A. One regular meeting shall be held each month on the second Wednesday of the month. Odd calendar months (January, March, May July, September, November) will be held at 8:00 AM Even calendar months (February, April, June, August, October, December) will be held at 4:00 PM.
B. When a regular meeting falls on or within three (3) days of a recognized holiday the time and date may be changed by a majority of the members present at a regular meeting prior to the holiday, and all the members must" be notified accordingly.
SECTION VII
A. After giving notice of all eligible voters, these By-Laws will be read at two regular sessions and, if approved by a majority of the members present at each meeting voting by ballot, shall become effective and supersede any existing By-Laws on the first day of the month following the pending approval of the International President.
B. Amendments to the By-Laws snail be handled in (he same manner. These By-Laws we adopted August 10. 1977.
